Introduction
Inspired by the objective of playing a leading role by commercializing tea cultivation through cooperatives by incorporating the tea farmers of the area in Suryodaya Municipality Ward No. 13 and 14 (formerly Laxmipur and Godak VDC) of Ilam district, the Laligurans Tea Producers Cooperative Society Ltd was established in 2007. This cooperative is located in Suryodaya Municipality 14, Ilam. This cooperative was formally registered on 5 December 2007 with 63 members at the Cooperative Division Office, Ilam. Currently, there are a total of 68 share members including 53 male and 15 female members. Embracing the principles of cooperatives and its basic values and norms, the cooperative aims to encourage its members in tea production, collect green tea leaves from tea farmers and sell them, produce fertilizers required for tea, and market them. In addition, this cooperative aims to improve in the living standards of its members through quality financial and non-financial services. It is affiliated with the District Cooperative Federation Ilam and Tea Producer District Cooperative Federation and Central Tea Cooperative Federation Ltd. of Nepal.

Mission
To provide services to the affiliated members of cooperative for organic green leaf production, processing, marketing at a competitive prices as well as fertilizer production and savings/credit and other financial services, in addition to enhancing the skills and capabilities of the members, creating an environment for self-employment and developing as a long-term cooperative.
Goal
To promote the economic, social and cultural progress of the cooperative and its members by complying with the prevailing laws and regulations within the scope of the cooperative.
Objectives
Although the main objective of the cooperative is to produce tea of international standards by eliminating the increasing use of chemical fertilizers and pesticides in the tea production sector and using fertilizers prepared from organic materials and pesticides prepared from natural plants, the cooperative has set the following objectives to ensure the overall sustainable development of the society and improve the living standards of its members by keeping in mind the social and economic interests of the members through tea production, expansion and financial and non-financial services:
- To encourage tea farmers within the scope of this cooperative to cultivate tea,
- To purchase lands suitable for tea cultivation and already cultivated for tea cultivation by the cooperative in exchange for shares and cultivate tea,
- To strive to solve the problem of unemployment existing in rural areas,
- To encourage members to cultivate tea and provide necessary services such as market management of collected tea leaves, improvement in advanced technology and quality,
- To process and market management of the produced tea,
- To help keep the environment clean by protecting the environment To prevent food shortages,
- To encourage members to work together to meet their needs,
- To provide services to increase the supply and export of domestic demand for tea and coffee,
- To create a sense of self-reliance, mutual cooperation and thrift among members and to promote the habit of saving,
- To encourage members to work according to the principles and spirit of cooperatives and to help raise the economic and social standard of living by selling the tea received from members for shares and distributing the net profit based on the share price,
- To provide training to members on technical knowledge of tea farming,
- To implement tea farming development programs, and to support the programs of government or non-government cooperatives.
- To reduce the financial burden of the members by providing organic fertilizers and pesticides and selling daily necessities at reasonable prices through cooperative shops,
- To establish a tea processing factory that can be established at low cost with the cooperation and partnership of farmers and non-governmental cooperatives for processing organic green tea produced by farmers,
- To increase the attraction towards organic farming system by organizing visits to places where organic farming system is adopted by farmers,
- To process organic green tea produced by farmers at low cost and arrange a market in the country,
- To try to stop the sale and distribution of harmful pesticides,
- To provide all kinds of necessary technical support to the farmers,
- To conduct daily operations as provided in the Cooperative Act, rules and regulations, keeping in mind the interests of the prosperity and development of the cooperative and its members, and to acquire, buy, sell, exchange, transfer movable and immovable property. To perform acts such as making deposits, keeping deposits, mortgages, etc.
- To promote self-reliance, mutual cooperation and thrift among the members involved in the cooperative and to save regularly.
- To increase income sources and employment opportunities to improve the economic, social and educational status of the members of the cooperative.
- To provide interest to the depositors on their deposits at a competitive rate if deposits are received from the members regularly.
- To provide loans to the members at a specified interest rate for productive, income-generating and skill-building purposes.
- To establish direct contact with the bodies that provide the services and facilities required by the members.
- To accept donations and grants received from donor cooperatives without any conditions.
- To maintain a cooperative spirit with local, regional, national and international cooperatives that have similar objectives to fulfill its objectives.
- To operate income-generating projects for the development of the members and the cooperative.
- To provide assistance in the economic and social upliftment of the weak and low-income individuals and groups in the society.
परिचय
इलाम जिल्लाको सूर्योदय नगरपालिका वडा नं १३ र १४ (साबिक लक्ष्मीपूर र गोदक गा.वि.स.हरु) लाई आफ्नो कार्यक्षेत्र बनाई उक्त क्षेत्रका चिया किसानहरुलाई समेटी सहकारीताको माध्यमद्धारा चिया खेतिलाई व्यवसायिकरण गर्दै नेतृत्वदायि भूमिका निर्वाह गर्ने उद्देश्यबाट प्रेरित भई यस लालिगुराँस चियाउत्पादक सहकारी संस्थाको स्थापना भएको हो । यो सहकारी सूर्योदय नगरपालिका १४ इलाममा अवस्थित रहेको छ। यो सहकारी मिति २०६४।८।१९ गते देखि ६३ जना सदस्यहरु मिलि डिभिजन सहकारी कार्यालय इलाममा विधिवत रुपमा लालिगुराँस चिया उत्पादक सहकारी लिमिटेडको नाममा स्थापना भएको हो । यस संस्थामा हाल ५३ जना पुरुष र १५ जना महिला सदस्य गरी जम्मा ६८ जना शेयर सदस्यहरु रहेका छन् । सहकारीताको सिद्धान्त तथा त्यसका आधारभुत मूल्य र मान्यताहरुलाई आत्मसाथ गर्दै आफ्ना सदस्यहरुलाई मुख्य रुपमा चिया उत्पादनमा प्रोत्साहन, चिया उत्पादक कृषकहरुबाट हरियो चियापत्ती संकलन, खरिद बिक्रि, चियालाई आवश्यक पर्ने मलखाद उत्पादन सो को बजारीकरण लगायत चिया प्रशोधन समेत गर्ने यस सहकारीको उद्धेश्य रहेको छ । यसका साथै गुणस्तरीय वित्तिय तथा गैह्र वित्तिय सेवा मार्फत सदस्यहरुको जीवनस्तरमा समयानुकुल सुधार ल्याउने समेत यस सहकारीको ध्येय रहेको छ । यस जिल्ला सहकारी संघ, इलाम र बिषयगत चिया उत्पादक जिल्ला सहकारी संघ र केन्द्रिय चिया सहकारी संघ लि. नेपालमा समेत आवद्धता रहेको छ ।

संस्थाको ध्येय
संस्थामा आवद्ध सदस्यहरुलाई प्रतिस्पर्धि मुल्यमा अर्गानिक हरियो पत्तीको उत्पादन, प्रसोधन, बजारीकरण, साथै मलखाद उत्पादन एवं बचत ऋण तथा अन्य वित्तिय सेवाको अलवा सदस्यहरुलाई सीप र क्षमता अभिबृद्धि गरि स्व–रोजगारको वातावरण श्रृजना गर्दै जाने र एक दिर्घकालीन संस्थाको रुपमा विकसीत हुनेछ ।

चिया उत्पादन क्षेत्रमा बढ्दो रासायनिक मल र बिषादिको प्रयोगलाई समाप्त पारी प्रांङ्गारिक पदार्थबाट तयार पारिएको मल र प्राकृतिक बनस्पतिबाट तयार पारिएको किटनाशक औषधि प्रयोग गरी अन्तराष्ट्रि«य मापदण्डको चिया उत्पादन गर्ने संस्थाको मुख्य उद्देश्यको रुपमा लिईएता पनि चिया उत्पादन, विस्तार एवं आर्थिक तथा गैह् आर्थिक सेवामार्फत सदस्यहरुको सामाजिक र आर्थिक हितलाई ध्यानमा राखि समाजको सर्बेपरि दिगो विकास र आफ्ना सदस्यहरुको जीवनस्तर उकास्न संस्थाले निम्न लिखित उद्देश्यहरुको तय गरेको छ
- यस संस्थाको कार्यक्षेत्र भित्रका चिया कृषकहरुलाई चिया खेतिगर्न प्रोत्साहित गर्ने,
- चिया खेति योग्य र खेति लगाई सकेका जग्गाहरु शेयर बापत संस्थाले खरिद गरि चिया खेति लगाउने,
- ग्रामिण क्षेत्रमा विद्यमान रहेको बेरोजगारीको समस्या समाधान गर्न प्रयत्नशील रहने,
- सदस्यहरुलाई चिया खेति गर्न प्रोत्साहित गदै संकलित चिया पत्तीको बजार व्यवस्था, उन्नत प्रविधि गुणस्तरमा सुधार जस्ता कार्यहरुमा आवश्यक पर्ने सेवा उपलव्ध गराउने,
- उत्पादित चियाको प्रशोधन र बजार व्यवस्थापन गर्ने,
- पर्यावरण संरक्षण गरि वातावरण स्वच्छ राख्न मद्दत पु¥याई भुंक्षय रोकथाम गर्ने,

- सदस्यहरुलाई चिया खेतिको प्राविधिक ज्ञान सम्बन्धि तालिमको व्यवस्था गर्ने,
- चिया खेति विकास कार्यक्रम कार्यन्वयन गर्ने, सरकारी वा गैर सरकारी संघ संस्थाको कार्यक्रमलाई सहयोग पुयाउने ।
- अर्गानिक मल र किटनाशक औषधि संस्थाले उपलव्ध गराउने तथा सहकारी पसल मार्फत दैनिक उपभोग्य वस्तुहरु सुपथ मुल्यमा विक्रि वित्तरण गरी सदस्यहरुलाई आर्थिक व्यवभार कम गराउने,
- कृषकहरुले उत्पादन गरेको अर्गानिक हरियो चिया प्रशोधनको लागि कृषकहरु र गैर सरकारी संघ संस्थाहरुको सहयोग र साझेदारीमा कम लागतमा स्थापना गर्न सकिने चिया प्रशोधन कारखाना स्थापना गर्ने,
- कृषकहरुलाई अर्गानिक कृषि प्रणाली अपनाइएका स्थानहरुको अवलोकन भ्रमण गराई अर्गानिक कृषि प्रणाली तर्फ आर्कषित बढाउने,
- कृषकहरुले उत्पादन गरेको अर्गानिक हरियो चिया कम लागतमा प्रशोधन गरी स्वदेशमा नै बजारको व्यवस्था मिलाउने,
- हानीकारक बिषादिहरुको बिक्रि वितरणमा रोक लगाउन प्रयास गर्ने,
- किसानहरुलाई आवश्यक पर्ने सबै किसिमको प्राविधिक सहयोग उपलव्ध गराउने,
- संस्था एवं सदस्यहरुको समृद्धि र विकासको हितलाई आधिकत मध्यनजरमा राखी सहकारी ऐन, नियमहरु र विनियममा व्यवस्था भए बमोजिम दैनिक कार्य संचालन गर्ने साथै चलअचल सम्पत्ती आर्जन गर्ने, क्रय विक्रय गर्ने, विनिमय गर्ने, हस्तान्तरण गर्ने, धरौटी राख्ने, बन्धक राख्ने, आदि कार्य गर्ने ।

- संस्थाका सदस्यहरुको आर्थिक सामाजिक तथा शैक्षिक स्थितिमा सुधार ल्याउन आयश्रोत र रोजगारीका अवसरहरु बृद्धि गर्ने ।
- नियमित रुपमा सदस्यहरुबाट निक्षेप प्राप्त भएमा निक्षेपकर्ताहरुलाई आफ्नो निक्षेपमा प्रतिष्पर्धात्मक दरमा ब्याज दिने ।
- उत्पादनशिल, आयमुलक तथा सीपमुलक उद्देश्यका लागि सदस्यहरुलाई तोकिएको ब्याजदरमा ऋण प्रदान गर्ने
- सदस्यहरुलाई आवश्यक पर्ने सेवा तथा सुविधा उपलब्ध गराउने निकायहरु सँग सिधा सम्पर्क कायम गर्ने गराउने ।
- दातृ संस्थाहरुबाट कुनै शर्त नराखी प्राप्त हुने चन्दा तथा अनुदान स्वीकार गर्ने ।
- आफ्नो उद्देश्य पुरा गर्नका लागि समान उद्देश्य भएका स्थानीय, क्षेत्रीय, राष्ट्रिय र अन्तराष्ट्रिय संस्थाहरु संग सहयोगात्मक भावना राख्ने ।
